SCOPE OF WORK

The Diesel Tank Station Extension Project “Phase-III Fuel Station” located at the southeast and northeast of the existing Diesel Tank Station “Phase-II Fuel Station’’, which is about 1000m southeast of the Buzurgan Terminal, about 100m to the National Road.
SWCO responsibility is detailed survey and engineering (shop drawings), supply of equipment, materials, construction, installation, testing and commissioning, adjustment tools & facilities; detection for identify all underground facilities, and carry out all the grading & leveling of the site, manufacture & fabrication, build & erection, construction, installation, decoration & finishing, supply of structures, constructions, petroleum, mechanical, electrical equipment & systems, outdoor site works and utility system on all disciplines & specialties.

DIESEL TANK STATION EXTENSION PROJECT includes the following items:

  • Diesel Oil Tank Area

  • Two 500-cubic meters diesel tanks, with pipes, fittings, valves, drainage basins, fire dike and other facilities.

  • All atmospheric storage tanks designed according to API 650 Welded Storage Tanks for Oil Storage, and the pressure relief devices comply with API 2000 Venting Atmospheric and Low-Pressure Storage Tanks.

  • All shell opening connections, including nozzles, manholes, and clean out openings meet the requirements of API 650.

  • The pipelines of these two new diesel oil tanks connected on the existing diesel oil system and also share the same loading pumps and unloading pumps with existing diesel oil system. Tie-in points on the existing diesel oil pipes inserted.

  • Carried out grading & leveling works at site including all the area in accordance with the standards, codes and approved drawings. It includes all necessary cut and fill earthworks, compaction works of the original soil, all necessary tests to ensure the proper compaction as described in the relevant standards, codes.

  • Carried out all trenching works for the buried cables and tubes / pipes on all work sites, all excavation works, all compaction works, all testing works required to ensure the conformity of materials and proper compaction.

  • Carried out all the fences, gates, gate barriers, and outdoor structures, constructions and facilities out of buildings. Meanwhile, the utilities systems which includes the all the pipes, tubes, cables & accessories for Water Supply, Drainage (WSD) & Fire-fighting (FF), Heating, Ventilation & Air-Conditioning (HVAC), Electrical (ELE), Telecommunication System (TEL), Process (PRO), Instrumentation (INS), Mechanical (ME).

  • Carried out the road, walkway, final ground surface treatment and the surface rain water drainage, in accordance with the standards, codes and approved drawings.

  • All empty areas inside the Phase-III Fuel Station between roads, sheds and platforms filled with 10cm boulder gravel layer.

  • Two 500-cubic meters diesel tanks foundations, fire dikes walls made of concrete with boulder gravel ground.

  • One 500-cubic meters fire water tank foundation, pump foundations, a single-story half open type light steel pump shed with concrete floor, overhead travelling crane inside pump shed.

  • Kiosk Transformer system light steel shed with concrete foundation.

  • All architecture & structure works related to electrical system such as OHTL system.

  • The new firefighting system of Phase-III Fuel Station comprising of 1 X 500 m3 fire water tank, fire water pumps with relevant fire foam/water piping, fitting and instrument. It served for the Diesel Tank Station Extension Project (Phase-III Fuel Station) and Interconnected with existing Phase-II Fuel Station firefighting system

  • One 500 cubic meters fire water tank.

  • Single-story half open type light steel pump shed with Overhead travelling crane equipped inside the pump shed for convenience of maintenance of the equipment

  • Electrical driven fire water pump (working pump with soft starting system), a diesel driven fire water pump (stand-by pump) with separate diesel tank and all accessories.

  • Two electrical driven fire water jockey pumps (soft starting system), one working and one standby

  • One 450L fire water stabilizing vessel

  • Fire Water Carbon Steel Pipe Network

  • Fire Foam Carbon Steel Piping System

  • Power distribution system for Phase-III Fuel Station, including indoor/outdoor lighting, emergency lighting, socket outlet, power distribution boxes.

  • Earthing system and lightening protection system for Phase-III Fuel Station.

  • Electrical system inside New Fire Water Pump Station.

  • OHTL system constructed from existing power supply OHTL line nearby Phase-II Fuel Station and extended to Phase-III Fuel Station to transfer power to the Complete Kiosk Transformer System. Including civil work, foundation, Double circuit suspension tower, 120mm2 ACSR, cable terminal, H poles, knife switch, other essential accessories

  • Complete Kiosk Transformer system Include foundation, structure, maintenance road, incoming panel, PT, distribution panel, oil transformer, ATS, MCCB, cooling equipment and Electrical inside of light steel shed for Kiosk System Include lighting, earthing system

  • Power Distribution System cable and outdoor power distribution panel for all equipment, lights.

  • Electrical inside of single-story half open type light steel pump shed of New Fire Water Pump Station

  • Street lighting set along the main road, and local lighting is set in key parts such as complete kiosk transformer system, newly added two diesel oil tanks area and new fire water pump station area

  • The scope of telecommunication of this project includes engineering, supply of materials and equipment, construction, pre-commissioning and commissioning of the following systems: Telephone and network system, Fire alarm system, Closed circuit TV (CCTV) system and Fiber Optic Cable (FOC) Telecommunication System.

All scope of work under SWCO responsibility from Engineering, Procurement and Construction

Detailed Engineering activities shall include the following:

  • Review and verification of the technical requirements contained in FEED Documents and Drawings and completion of any outstanding basic engineering that is identified.

  • Preparation of data sheets for all Equipment and Materials

  • Preparation of detailed job specifications for all Equipment and Materials

  • Preparation of design Documentation

  • Preparation of Engineering lists and schedules, including Equipment list, line list, valve list and instrument list.

  • Review of Documentation for all Equipment and Materials

  • Preparation of tie-in drawings for packaged equipment units.

  • Preparation of detailed communication interface Documentation or inter-connection cabling and wiring/termination drawings for co-ordination of packaged equipment units from various Suppliers.

  • Maintain design change control through formal Management of Change system, including field changes.

  • Preparation of fabrication drawings.

  • Preparation of field erection drawings, including drawings for temporary erection aids.

  • Preparation of procedures for the fabrication of the Facilities.

  • Preparation of procedures for storage and preservation for Equipment and Materials based on Suppliers’ recommendations.

  • Preparation of procedures for installation of Equipment and Materials based on Suppliers’ recommendations.

  • Preparation of Pre-Commissioning procedures

  • Preparation of Commissioning procedures

  • Preparation of Start-Up procedures

  • Preparation of as-built Documentation register

  • Preparation of QA / QC procedures

  • Preparation of ITP’s

  • Preparation of bid and purchase requisitions

MATERIALS PROCUREMENT AND MANAGEMENT

  • SWCO prepared Project specific procedures for Procurement based on the Contractor’s corporate standards which encompass all purchasing and materials management activities, progress assessment and reporting, materials identification and tracking.

  • SWCO detail the Procurement strategy, plan and procedures to be followed to enable monitoring of progress and material cost.

The Contractor shall detail the Procurement Policy including, the items listed below:

  • Local and International Procurement offices

  • Project Procurement organization

  • Authorization levels

  • Proposed country of source, including level of Procurement from IRAQ Suppliers.

QUALITY ASSURANCE AND QUALITY CONTROL

Project Quality Plan:

SWCO effectively implement the quality system defined in the plan, verify execution of the implemented system and issued reports of audits performed. Any non-conformance handled in line with the requirements of the Quality Plan.

Quality Control:

SWCO provided all quality control during all construction site activities including but not limited to survey, site development, and Construction, reinstatement and documentation phases of the Project to confirm the work has been completed in accordance with the Contract and Quality Plan requirements.
Also provided a team of experienced and formally qualified Quality Control (QC) personnel to cover all aspects of the work.

Quality control activities for the Company in the field of projects included the following:

  • Review, approval and monitoring of SWCO inspection and & test plans

  • QA/QC requirements for SWCO / vendors.

  • QA/QC requirements for all site related activities (Field QA/QC plan).

  • Quality control of procurement procedures.

  • Verification of all test certificates for compliance with Company requirements.

Inspection and Test Plans

As part of the Construction activities SWCO undertake all inspection and testing activities necessary to prove and validate the correct and complete execution of the work. Inspection and testing performed in accordance with the agreed Inspection and Test Plans (ITP’s)

SWCO prepared detailed ITP’s for all activities up to Mechanical Completion and these included, the following actions:

  • Check conformance with P & ID’s and relevant drawings

  • Visual inspection for damage or incomplete work

  • Visual examination of welds

  • Non-destructive examinations (NDE) of welds

  • Rotational checks

  • Alignment and levelling checks of equipment

  • Valve operation checks

  • Mechanical/piping checks

  • Pressure testing of piping systems

  • Specific inspection and testing required for storage tanks

  • Specific inspection and testing required for NGL injection column.

  • Insulation tests on electric cables

  • Earth loop impedance tests

  • Insulation tests on electric cables

  • Coating integrity tests

  • Completion of all associated and necessary documentation

  • Completion of all check sheets

  • Instrument calibration

  • Instrument loop checks
